Allow for credit system based topic

As an administrator:  I'd like to be able to give credit to a user that has already taken a course covering a category of topic.  For example, a consultant takes a security awareness training course at a client on boarding.  I'd like for the user to be able to record that session in the system, so if/when the next security training window starts, the consultant may be opted out because of the recent course completion.

  Hi Maddy, 

  First, I need to apologize as I re-read the statement, it was a bit confusing.  

  A can see a few of ways of this working: 

  1.  An API that allows for the creation/deletion of a smart group and management of members of a smart group.   

  2. A better way to import a CSV against smart groups in general. 

  3. A CPE credit system built into the LMS.  Where the user can record training that is taken outside of the system, and a review process to accept it. (admin or other role in the Web UI)

  In addition, an addition of an exclusion group in training assignment.   Right now, this is the use of a smart group.  But it would be more useful to be able to have an auditable log of training exception because of CPE records.
