PAB button when reading pane disabled

When users disable the reading pane (options are bottom, right, and off) in Outlook by selecting "Off", the PAB disappears.  Our users would like to be able to report phishing messages in certain cases, even prior to previewing the body of messages.

  This is something we are interested in as well. I see this post is over 3 years old - has this feature already been implemented?
