Modify PhishER system tag to match Hybrid PAB Classification

Using the Hybrid PAB, if a user reports it as Spam, the PhishER tag is USER:SPAM
However, if a user reports it as Phish, the PhishER tag is USER:THREAT
I think it would be clearer if the PhishER tag matched the email classification for phish. That would make the PhishER tag USER:PHISH
Can this be modified so it's consistent?
