New PML Tag: "PML:Undecided"

There is currently no tag to differentiate when PhishER machine learning cannot determine proper disposition based on your current thresholds. The PML tag simply does not exist.

This makes it difficult to filter these undecided entries when evaluating & tuning your PML thresholds.

For example, I would like to be able to filter the inbox on "PML:Undecided" (or something similar) to be able to easily see what entries were not able to be automatically determined.

  This can be accomplished by the following Lucene Query:

  NOT (tags:"PML\:SPAM" OR tags:"PML\:THREAT" OR tags:"PML\:CLEAN")

  I second this request.  I would like to use a PML Undecided or Unknown tag to send an email to the user who submitted the email letting them know that we need to manually review it.  Currently, our users don't get a response until we review it.
