Allow x of n courses passed to complete a training campaign

I would like to give users a selection of training courses to pick from in a training campaign and set a threshold for passing off that campaign for that user once they've completed x number of courses.  

For example, I'd like to make a training campaign available with a selection of 5 courses.  Once the user finished 1 course out of the 5, they're then considered passed for that campaign and get the automatic completion email.  

From what I can tell, the only way to pass off a user on a campaign after they do one course is to either:
* Only make one training course available to the campaign
* Manually mark un-done courses as passed in the console.
