Disable Hyperlinks in emails for specific users

We are trying to teach and maybe discipline repeat offenders on falling for phishing/spam emails.

We are trying to implement a three(maybe more) step process to teach these users.

First offense  - maybe video training

Second Offense - maybe using Kwonbe4 Second Chance

Third Offense - Disable all hyperlinks in their emails ( for all emails clients - desktop/laptop/mobile/cloud) they would be forced to think about why this is happening, and they could always copy and paste the text link into a browser if they need to.

Fourth or Fifth Offense - Job on the line

There are ways to implement disabling hyperlink for the whole company, or per machine, but I can't find a way to assign to an individual user...

Is this something that you might know how to do? or maybe know of a third party app that might do this? Or build this feature into one of your apps like Second Chance?
