Policy display improvements

The display of policies is very awkward.   The navigation window at the bottom of the page cannot be resized -- you have to scroll up and down in that time little window.  There is poor use of space.  It is a great product and I am looking forward to using it, but I wish the display was either better designed or more flexible for us to change.

Since a monitor is typically landscape and a document is typically portrait, it would be GREAT to recover some real estate used by the Zoom buttons at the top and the navigational window at the bottom.  Rather have a small left windows for Zoom and Navigation and a right window that fills the entire space available (top to bottom) that is the document.
