Escalating training

Is there a way to automate escalating training -- the first time someone clicks they get the 15 minute training course, the 2nd time they click they get the 30 minute, and the third time they get the 45 minute course?

 

Currently our Phishing campaign adds everyone to a list for that quarter.  At the end of the quarter we add any clickers to one click, two click or three click list.  We base the training off these three lists.

I would like rather them get a training request immediately after clicking and have all this automated.
