"Restrict Console Sessions to Specific IP Ranges" for ALL USERS or GROUPS (instead of just admins and security role users)

The "Restrict Console Sessions to Specific IP Ranges" currently only applies to admins and security role users. We have received the request from numerous customers to have this feature applicable to non-admin Users or Groups too.

We should have the flexibility to assign IP restrictions to groups of users or all users.

We should also be able to assign different sets of IP restrictions to different sets of users.
