Allow scheduling of reports to specific users (instead of just groups)

The report scheduling option currently only allows us to schedule it for an entire group or for the logged-in admin. We need the option to schedule it to specific users from the same dropdown itself instead of creating a whole group just for one or two users and hence creating more group noise on the portal.
