Customize the "Report Suspicious Email" Button in Outlook

When users mouse over this button, they see "Report this email as a phishing attempt". Then when they click the button, they see "Report email as phishing" in the window title and "Are you sure you want to report this as a phishing email?" I'd like to customize all three of these to use the word "suspicious" rather than "phishing". How can I do this for my thousands of users?
