csv import for users - unify language codes

When I import users via csv, the field "Language" needs the input like this: English - Great Britain

However, when setting the field "Phishing Language", the input needs to be like this: en-gb

This is unintuitive and also undocumented as far as I'm aware. Imho it makes way more sense to use the de facto standard en-gb.
