Automatically send messages to Users, Supervisors without training campaign

Please provide the ability to schedule messages to be sent (announcements, reports, etc.) without the need for users to be assigned to a corresponding training campaign.

Use case:  Users are added to a Smart Group after X phishing failures in a given time period. No additional training is authorized, however a communication is needed to the user to announce that they have failed that threshold number of phishes, and to supervisors of those users to provide aggregate notice that at least one of their employees has reached that failure threshold..
