Allow Quick Actions to be Custom Sorted

As a PhishER user, I would like the ability to sort the Quick Action Toolbar in a custom order. (most used for example)

This order may be different from the action processing order and as such should not be tied to it's order in the action's page.

  Hey Scot, 

  We appreciate the feedback  The quick action tool is a great feature but allowing it to be organized to meet your needs would absolutely be an improvement. I've put in the request on your behalf and I look forward to hearing from you again on any additional information that you'd like to see in the console.
