PAB Error "Complete No headers available."

The PAB used to work for me, but now I get the below, which does not seem to work as expected.  Does anyone know a fix?  I use the PAB manifest for Microsoft products (PhishAlertManifest.xml), which I have removed and readded already.  Still the same result.  And it isn't email-specific; it is every email.  Thanks in advance for any help.
